Sanitary Sewer Rates: <br /> a. Evaluate how and when to increase current service charges to meet operating expenses. <br /> b. Evaluate current hook -up fees and current fund balances to fund proposed Capital <br /> Improvements. <br /> c. Analyze Replacement Fund needs and best method to establish and sustain a replacement <br /> fund. <br /> 2. Water Rates: <br /> a.
