r
MEMO
DATE : March 17, 1999
TO : Honorable Mayor and Council
FROM : Jim March
RE : Little League Facility Use Agreement
Included in your packet is a facility use agreement between the City of Centerville and the Chain
of Lakes Little League. This agreement was briefly discussed and distributed at the Park and
Recreation Committee meeting in March. I had a conflicting meeting the evening of the Park and
Recreation Committee meeting, therefore I was not in attendance. I understand that the
Committee intended to further discuss the agreement at a future meeting.
Mr. Mahr phoned me recently and indicated that the Little League needed to know the City's
response to their proposal in order to have time to purchase the grooming equipment for this
season. I indicated that the item would be placed on the Council agenda on 3/24/99.
I asked Paul Palzer to provide his comments on this item in writing. I asked Mike Navin to poll
the Park and Recreation Committee and place their consensus on this issue in writing. Included in
your packet are the respective memos from Paul Palzer and Michael Navin in regards to this
agreement.
The only question I had when reviewing this document was the wording "turf irrigation ". I would
recommend adopting this agreement. If the City is willing to accept a piece of equipment as a
donation this should be documented in writing, The Chain of Lakes Little League has made a
significant investment in the City park. They should have assurance that they will be able to
continue to utilize the facility in the future. As the City continues to grow and the parks develop,
the City may need to look at hiring a seasonal worker for park and trail maintenance. I have
asked Paul Palzer to comment on this issue in his memo,
