MEMO <br /> March 17, 1999 <br /> To: Jim March, City Administrator <br /> From: Paul Palzer, Public Works Director/Building Official �v <br /> Re: Facility Use and Maintenance Agreements for LaMotte Park <br /> I have reviewed the two agreements and offer the following input as issues for discussion. <br /> Overall, the agreements are straight forward and define a certain level of expectations both <br /> by the City and the Centennial/Chain of Lakes Little League. The ten year time frame is <br /> reasonable and I would expect it to be extended into the future. <br /> This year the City is waiting to see if the dormant seeding completed late last fall will take <br /> or if additional seeding is required next month. If turf establishment is not suitable for ball <br /> play, I would recommend that the City retain the right in the contract to determine the <br /> usability of the fields and restrict its use if in the City's opinion the fields are not playable. <br /> In the past, the City has not fertilized or applied weed control to the fields. In the current <br /> budget, no monies have been appropriated towards this cost. Some savings are expected <br /> in the elimination of early lawn mowing and would cover fall fertilization. The City did <br /> not include an irrigation system with the park renovation project and turf irrigation on a <br /> regular basis will not be a maintenance item provided by the City. <br /> The grooming of the fields was not included in the budget and has a estimated cost around <br /> $4,000.00 per year. The issue as to how well the groomer will work behind the new City <br /> tractor remains unseen. If for some reason the equipment will not work as expected a <br /> clause should be added that the groomer would remain the property of the Little League. <br /> Language should also be added that the City will determine the level of these services <br /> provided, based upon staffing and other safety concerns or emergencies. <br /> As a side note, the City should consider employing a part time seasonal worker for minor <br /> park and clean up items due to the expansion of the park facilities. <br />
