Naming of Centerville Parkes
Michael Navin questioned why / who put this on the agenda Ms: Lien offered she added
it to the agenda because there were a couple of parks in the city that aren't named. After
discussing the parks, it was deteuuiiied that there are parks that are unnamed: Both
parks are located near Royal Meadows and are connected. The Park and Recreation
Committee elected to name two parks Royal Meadows Park - all as one park. This
will be recommended to Council for approval.
Michael Navin wanted to note on the record that it is very nice having Ms. Lien attending
the Park and Recreation Meetings. Adding it's nice to have all the color coded
information and the minutes-typed dup so nicely.
Tim March explained a developer is proposing 15 single family lots on a 10 acre parcel of
land just east of The Woods of Clearwater Creek development which would be called
Deer Pass. Mr. March also mentioned there is another parcel of 20 acres of undeveloped
land just north of that. There have been questions from residents within the area
pertaining to sidewalk access to the park. Mr. March suggested a trail easement with a
paved trail installed to the plat boundary to the north and once the 20 acres north of this is
developed, the City could have the developer of that parcel connect to the trail stub and
pave a walking trail to the north side of Creek Park.
Mr. Navin asked if Brian Drive will continue north? Mr. March explained it may be
difficult to extend the roadway north depending on wetland or soil conditions, but it
would be possible. Dale Larson felt the trail should be paved right away. If someone is
interested in purchasing property along the trail, they know it is there and they make the
choice before they purchase.
Jeff Gibbons offered another alternative to put in a boardwalk or bridge running to the
west over the wetland. This option would not require any wetland filling.
Steve Brown questioned how big the wetland area is?
Jim March stated the wetland is approximately 350 feet wide in some spots. Mr. March
mentioned a floating bridge maybe very expensive to construct and maintain. Mr. March
was unaware if a permit could be allowed to construct a floating bridge over a DNR
protected wetland.
Jeff Gibbons expressed his thanks to the Park and Recreation Committee for allowing him
to participate in the meeting, but unfortunately had other commitments in which to attend.
Mr. Navin asked Mr. March what the City needs from the Park and Recreation Conunittee
regarding the new Deer Pass development? Mr. March responded that the Park and
Recreation Committee needs to decide if they would like cash or land for the required
park dedication.
5
