the city did decide to do a bond; she is very familiar on how to set up the bond. Ms. <br /> Travis commented that we should begin working on the bond soon if we were going to go <br /> that direction. Ms. Travis stated that she doesn't know if a bond is the right thing to <br /> actually ask for. Ms. Travis feels that the city should look at every other financial <br /> opportunity first without having to ask the citizens to pay for this. If phasing needs to, be <br /> considered, that would be all right. <br /> Mary Capra added to the discussion stating that she has spoken with Morey Anderson <br /> from the City of New Brighton. New Brighton completed building a community center in <br /> 1994. The center currently leases space to many different organizations for revenue: The <br /> city built their center through an Economic Development Authority Revenue Bond. <br /> Presently, with the revenue bonds and the rentals the community center is covering 90% <br /> of its operating expenses. After polling the community, the city decided that there would <br /> be no fees charged to New Brighton residents. <br /> Ms. Capra continued stating that meeting space is limited in our area, and that the school <br /> district is currently turning down 40% of the calls due to lack of space. Ms. Capra <br /> indicated that even with Circle Pines building a community center and Lino Lakes building <br /> a YMCA; there is still a large demand for space. <br /> Theresa Brenner questioned what facilities would be put into the center. Ms. Brenner <br /> indicated the teens that she has talked to really have their hearts set on having their own <br /> little place. The teens have given Ms. Brenner the feeling that teens won't use the <br /> community center if it is for everybody, it will not meet the teens need. Ms: Brenner <br /> stated that when she talks to adults they say to put it all together, that we don't need two <br /> separate buildings. Ms. Brennerfeels that she is in the middle, because the teens are <br /> telling her that they want their own place, it is important to them. Ms. Capra added that <br /> Morey Anderson who works for the New Brighton Recreation Department, has been in <br /> the business for 35 years and commented that in dealing with youth centers, you will see <br /> children from grades 5 -9 using the facility often, but you will not get those teens from age <br /> 15 and up because they do not want adult supervision. Lucy Thompson suggested <br /> checking out the internet to find other cities that have had the same conversation that we <br /> are having now. Ms. Thompson commented that the city should be real clear about what <br /> the needs are before any decisions are made. <br /> FOLLOW - UP VISIT <br /> The six month Design Team follow up visit will be on June 12th, from 10 a.m. to 12 p.m. <br /> at the Centerville Elementary School. A letter will be sent to all residents on the volunteer <br /> list, as well as the members of the Minnesota Design Team. <br /> ADJOURNMENT <br /> The meeting adjourned at 8:15 p.m. <br /> 4 <br />
