CITY OF CENTERVILLE NOT APPROVED <br /> CITY COUNCIL SPECIAL MEETING <br /> APRIL 8, 1999 - <br /> Pursuant to due call and notice thereof the City Council of the City ofCenterville held: a special. meeting on April <br /> 8, 1999, at City Hall, 1880 Main Street. <br /> PRESENT: Mayor Tom <br /> Council Members Richard Travis <br /> Theresa= Brenner <br /> Mari Nelson arrived at 5:07 p.m. <br /> ABSENT: Councilmember Terry Sweeney <br /> STAFF: Jim March, City Administrator <br /> Ry -Chel Gaustad, CMC City Clerk <br /> Paul Palzer, Public lnspeaor <br /> I. CALL TO ORDER <br /> Mayor Wilharber called the 8, 1999 special meeting to order at 5:00 Rm. <br /> II. SPECIAL MEETING <br /> A. Mr. Bisek (Kelly'sKurner) and :Chief Heckman <br /> Mayor Wilharber explained that the owner of Kelly's filled a complaint against the Police Department <br /> and he requested to address the issues. <br /> Mr. Bisek {owner of Kelly's Korner) Council and shared some of concernregarding <br /> the manner in which the Circle Pines/Lexington Police Department conduct business. <br /> 1) Several of Mr. Biseldsclientshave reported -that. Circle Pines/Lexington Police Officers <br /> vehicles, drive up too fast and follow too close to vehicles. Thus, causing the driver to be more <br /> apt to make a mistake. <br /> 2) Pressing DUUDWI cases to the point where the court is selecting jury members, then the .City <br /> Attorney decides to drop the issue. <br /> 3) The lack of communication between the liquor: establishments and the Police Department. <br /> 4) The Police Department follows Kelly's patrons leaving the bar and then pulling them over. <br /> 5) A Police Officer pulled aparked vehicle with lights shining in on two individuals, <br /> one person being Mr. Bisek. He indicated that the Police Department could have been friendlier <br /> when handling the situation, since he is a business owner. <br /> Mayor Wilharber noted that the liquor establishment owners and the Police Department were invited to <br /> express concerns. <br /> Page 1 of -5 <br />
