The owner shall <br /> further be responsible for immediately <br /> reporting any change in the animal's health <br /> or behavior to the appropriate animal control <br /> officer during the confinement period. <br /> 5) A quarantined animal shall be confined to <br /> an enclosure in such a manner so as to prevent <br /> the animal from escaping. All openings to the <br /> enclosure shall be locked with a secure locking <br /> device, and the animal shall not be removed from <br /> the enclosure unless muzzled and on a leash not <br /> exceeding six (6) feet in length, and under the <br /> control of competent person. <br /> 6) An animal control officer and/or police <br /> officer may enter upon private property of <br /> another for the purpose of removing such <br /> quarantined animal to an animal shelter when <br /> it has been determined that such quarantined <br /> animal is not being maintained by the owner <br /> in a manner consistent with state law and the <br /> provisions of this section. <br /> Subd. 12. Noise Made by Dogs of Other Animals - No person <br /> owning, operating, having charge of, or occupying any building or <br /> premises shall keep or allow to be kept any dog or other animal <br /> which shall, by any noise, unreasonably disturb the peace and <br /> quite as defined herein. <br /> A.
