or health official stating the facts and circumstances of an alleged <br /> violation of this Section. The officer may investigate such <br /> complaint and if a violation occurs in the presence of the office —• <br /> a summons may be issued. If a violation does not occur in the <br /> presence of an officer, all reports, witness statements, and evidence <br /> may be submitted to the City Attorney's Office for a determination <br /> of whether a formal complaint should be issued. <br /> • <br /> B. Wild animals - No person shall keep or <br /> maintain any wild animal within the corporate limits of the <br /> City. <br /> C. An owner or custodian of any dog within the <br /> City shall keep the dog under restraint at all times. <br /> D. Disposal of feces - An owner or custodian of <br /> any dog within the City shall clean from any sidewalk, <br /> street, park, school, public place, or private property or <br /> another any feces of the dog and shall dispose of such feces <br /> in a sanitary manner. <br /> E. Picketing - An animal shall not be picketed <br /> so as to be within ten (10) feet of any lot line or sidewalk <br /> or within fifty (50) feet of any dwelling unit other than <br /> the owner's. <br /> F. License tag - A valid metallic license tag <br /> must be securely fastened to the animals choke chain, <br /> collar, or harness, and must be worn at all times. <br /> Subd. 14. Penalties - Unless otherwise specifically noted <br /> herein, a violation of any provision of this Section of the code <br /> shall be a misdemeanor under Minnesota law. <br /> Subd. 15. Severability - If any section, subsection, <br /> sentence, clause, or phrase of this Section is for any <br /> reason to be invalid, such decision shall not affect the validity <br /> of the remaining portions of those Section.
