Mayor Wilharber reconvened the regular Council meeting at 6:12 p.m. <br /> PUBLIC HEARING <br /> APPEARANCES <br /> Carolyn Drude - Ehlers and Associates - Bonding for the 20th Avenue Sewer and Water <br /> Project <br /> Ms. Carolyn Drude (Ehlers & Associates) addressed the Council and presented bid tabulations for <br /> $720,000 general obligation sewer and water revenue bonds, series 1998. (Exhibit B) <br /> Councilmember Buckbee moved and it was seconded to approve resolution 98 -14 "A Resolution <br /> Awarding the Sale of $72Q000 General Obligation Sewer and Water Revenue Bonds, Series <br /> 1998 Fixing Their Form and Specifications Directine Their Exernrtion and Delivery: and <br /> Providing for Their Payment "Motion carried unanimously <br /> Bondiug_for Parkview Development <br /> Ms. Drude briefed the Council on a chronological layout of bonding for Parkview Development. <br /> Ms. Drude suggested the City call the bond sale on July 22, after the July 14, bid opening. <br /> Furthermore, Ehlers will attempt to make bond delivery by August 22, 1998. <br /> Refunding _the `87 Street Bond Througk Firstar Bank <br /> Ms. Drude gave a presentation and suggested refunding of the general obligation improvement <br /> bonds of 1987. Ms. Drude distributed the existing and future paper work supporting the concept <br /> to call the $615,000 general obligation improvement bonds. (Exhibit C) <br /> Councilmember Brenner moved and it was seconded to approve resolution 98 -15 "A Resolution <br /> Awar in <br /> dg the Sale of $245.000 General Obligation Refunding I rovement bonds. Series 1998; <br /> F Ing Their Form and Specifications: Directing Their Execution and Delivery and Providing for <br /> Their 'a - t" an• refunding the • -neral • •litati• im•r•vemen •nds • 987 and to <br /> refinance $245.000 at 4.71% thru Firstar Bank in Hugo. Motion carried unanimously, <br /> Circle Pines - Lexington Police Department (CPLPD) <br /> Officer Mike Jensen was present to discuss CPLPD submitting a 40 -page grant application to <br /> "COPS More." The grant monies are intended to be used to update equipment. <br /> Mayor Wilharber suggested Officer Jensen explain equipment that will be replaced. Officer <br /> Jensen replied the grant monies will purchase new laptop computers to replace the obsolete <br /> computers. By purchasing the laptop computer system, the applicant will be able to redeploy 10 <br /> full -time officers and three part-time officers for a total of 11.5 full -time officers and a total of <br /> 3277 hours of community policing actives. The average savings will permit approximately 285 <br /> hours per officer to be committed to community policing. The updated technology will promote <br /> 2 <br />
