CALL TO ORDER <br /> Mayor Wilharber called the July 14, 1999 City Council meeting to order at 6:00 p.m. <br /> Ms. Gaustad administered the oath of office to Ms. Linda Broussard Vickers. Upon completion, <br /> the Council welcomed Councilmember Broussard Vickers to the Council. Mayor Wilharber noted that <br /> Ms. Linda Broussard Vickers has been appointed to fill a vacancy created by Theresa Brenner. <br /> II. PUBLIC HEARING - None <br /> III.
