r
Date: December 13, 1999
To: Mayor Wilharber and Centerville City Council
Jim March, City Administrator
From: Theresa Brenner
RE: Additional information for a proposed long -term planning process
Thank you for adding our proposal to the agenda on December 20. Unfortunately, I
won't be able to attend, but Wayne will be there. We have had more discussions about
how to approach our idea. You should have received a separate letter from Wayne about
some of the projects we could work on. My memo has more information about the
planning process and committee organization. I want to emphasize that this is a proposal.
We don't have all the answers about how this will work, but we are eager to assist with
the city's long -term planning process and to work cooperatively with the Council, staff,
and committees.
Process for determining Ione -term goals
Before we start anything, we need to have a clear understanding of our purpose, goals,
and objectives. Wayne and I should meet with the Council when you discuss your goals
for 2000. The Council should give us direction for the projects they want us to work on.
We should also have a list of the Design Team's ideas for the Council to consider, along
with progress of each item to date. The Council should prioritize these as well, such as
short term, long term, or not interested. We don't want to waste our time on work that
you don't think is important.
Committee organization
Initially, I don't think we should pursue a traditional committee structure. Wayne and I
could meet with Jim once a month from about 4 -5 p.m. Then, we could find people
relevant interests, skills, or knowledge to help us with specific projects. They could be
individuals from the existing committees, Design Team volunteers, staff, or outside
resources. I think the key is to be flexible and to match the right people with the
appropriate project. We would provide regular updates to the Council, and, of course,
seek prior approval for expenditures.
Thanks again for your consideration.
