INTRODUCTION <br /> The City of Centerville ordered this report to evaluate the feasibility of extending water <br /> main along Centerville Road and include streetscape improvements as part of the Design <br /> Team vision for downtown. Approximately 20 parcels that currently obtain water from <br /> private wells would have the option to connect to the City's water system. This would be <br /> considered Phase 1 of an overall plan for redeveloping the entire downtown area, <br /> encompassed by Westview Street on the north, Clearwater Road on the east, Heritage <br /> Street on the south and Centerville Lake on the west. This report includes cost estimates, <br /> timetables, assessments, and drawings of the proposed improvements. <br /> Directly related to this proposed work is the Public Works property on the west side of <br /> Centerville Road, between Sorel Street and Heritage Street. The City has been wanting <br /> to upgrade Public Works, since the current facility is very old, worn out and inefficient. <br /> Several other sites have been considered, including a new addition to City Hall. Once the <br /> City decides on the future home for Public Works, the 1.1 -acre site on Centerville Road <br /> will be sold and redeveloped as part of the Downtown scheme. <br /> This feasibility report addresses several issues the City faces as part of redeveloping the <br /> downtown area: <br /> • Water main installation to provide system looping and service to properties <br /> • Streetscape amenities such as colored walk, paver bricks, benches and trees <br /> • Period lighting to complement the Design Team Vision <br /> • Anoka County requirements along CSAH 21 <br /> • Assessment amounts that equal the benefit to properties <br /> PROPOSED IMPROVEMENTS <br /> The project limits along Centerville Road, from the north end (Westview Street) to the <br /> south end (150' south of Heritage Street), have a total length of 1200 feet. It is proposed <br /> to extend the water main this entire distance, while streetscape features will only be <br /> constructed over 650 feet of the roadway (Main Street to Heritage). Figure 1 shows the <br /> overall location of the improvements within the City of Centerville. <br />
