WATER MAIN
It is proposed to extend an 8" diameter PVC water main along the east side of Centerville
Road from an existing 8" pipe on Westview Street (adjacent to Centerville Elementary
School) to another 8" main south of Heritage Street (adjacent to Chauncey Barett
Gardens). Valves would be installed at the intersections of Main Street, Sorel Street and
Heritage Street, as shown on Figure 2 at the back of the report. For necessary fire
protection, hydrants are shown at Main Street and Sorel Street. Water service lines
would be extended to the property line for each residential and commercial building
along the route. Tee and lateral lines will be stubbed out at intersections for future water
main extension.
Centerville Road is owned and maintained by Anoka County Highway Department
(C.S.A.H. 21) from Main Street to the south. The County has indicated that open cutting
of the water main will not be allowed if the pipe is below the street section. It is
proposed, therefore, to directional bore the 8" PVC from Main Street to Heritage Street.
Several small holes will need to be dug to connect service lines to the main. Services that
run beneath the street pavement will also be directionally bored. The holes will be
patched and half the road milled/overlaid when construction is complete. Water main
north of Main Street and south of Heritage Street will be installed by open cut method.
STREET IMPROVEMENTS
Currently, Centerville Road is a 40 -foot wide paved surface with concrete curb and gutter
from Main Street to Heritage Street. Parking is allowed on both sides of the street. The
road is not proposed to be widened or reconstructed, just repaired from water main
construction. The boulevard areas, though, are proposed to be redone as suggested by the
Design Team. The existing 4 -foot wide concrete walks would be removed and replaced
with colored concrete, paver bricks, or combination of the two. New streetscape features
would be installed on the west side of the road from Sorel to Heritage, as shown on
Figures 3 & 4. Pedestrian curb ramps would be installed at all corners with new walks.
Crosswalks will be considered at the four -way stop intersection of Centerville Road and
Main Street, depending on Anoka County approval.
The Minnesota Design Team theme also included period street lighting between Main
Street and Heritage Street. Several light pole designs are shown at the back of the report.
Benches, planters, trees, and other amenities can also be utilized within the downtown
district to initiate an "Old West" look in this first phase of redevelopment. An example
of a possible streetscape layout along one block of downtown is shown on Figure 4. Two
11x17 colored drawings at the back of the report show existing conditions and possible
streetscape elements that could be incorporated in downtown Centerville.
2
