MEMO <br /> DATE : November 5, 1999 <br /> TO : Honorable Mayor and Council <br /> FROM : Jim March <br /> RE : Employee Paid Holidays <br /> In the past, Council has verbally committed to grant the same benefits to unionized employees as <br /> to non - unionized employees. We are in the process of updating our existing personnel policy. I <br /> would like to formalize the issue on employer paid holidays and place this item in writing. <br /> The union contract currently has eleven paid holidays as follows: <br /> New Year's Day Veteran's Day <br /> Martin Luther King Day Thanksgiving Day <br /> President's Day Day after Thanksgiving <br /> Memorial Day Christmas Day <br /> Fourth of July One (1) Floating Holiday <br /> Labor Day <br /> The personnel policy currently allows for ten paid holidays as follows: <br /> New Year's Day Columbus Day <br /> Martin Luther King Day Veteran's Day <br /> President's Day Thanksgiving Day <br /> Memorial Day Christmas Day <br /> Fourth of July <br /> Labor Day <br /> We received a couple of calls from upset citizens that City Hall was closed on Columbus Day <br /> while some City Halls were open. I would recommend that we delete Columbus Day from the <br /> existing personnel policy and replace that holiday with the Day after Thanksgiving effective <br /> immediately. I would recommend that non - unionized staff not receive a floating holiday in 1999 <br /> (since they had off Columbus Day), but receive a floating holiday in the year 2000 to be consistent <br /> with the union contract. If this policy is implemented, both unionized and non - unionized <br /> employees would receive 11 paid holidays in 1999 and the same number in 2000. <br />
