The parties agree that the charges stated in Appendix D shall be increased upon <br /> review and approval by the City Council, For all increases of existing or upon the <br /> imposition of new federal, state, local, or other governmental agency excise taxes, <br /> sales tax, surcharges, or other charges. It is agreed that there are no charges for <br /> services provided to the CITY office, CITY parks, and other CITY property. <br /> B. Collection Service <br /> CONTRACTOR shall provide customers with an itemized bill showing a <br /> breakdown of charges for refuse, yard waste, recyclable collection service, and <br /> any and all additional charges. <br /> i) Refuse Contract "Collection Rates" (see Appendix D). <br /> C. Annual Price Review <br /> The parties agree to increase the cost of the Contractor's payment by the <br /> Consumer Price Index (CPI) for year's three through five of this current contract <br /> term. Year's one and two all pricing shall hold consistent with the pricing <br /> addressed in Appendix D. The CPI and related increase will be defined by the <br /> Minnesota Department of Economic Security. It will be the CONTRACTOR'S <br /> responsibility to address the increase as described herein to the CITY. Such <br /> request shall be submitted in writing 60 days prior to an increase. The city <br /> Council shall act upon the review and increase prior to implementation. <br /> D. Senior Citizen Discount <br /> CONTRACTOR shall provide a special rate for the senior pick -up (said rate shall <br /> be one dollar less than the monthly rate charge for 30 gallon service with curbside <br /> pick -up). The senior rate will apply to all occupants and residents who provide <br /> proof that they have reached the age of 65 and who have no more than two <br /> persons residing at said residence. <br /> E. Waste Management Fees <br /> CONTRACTOR shall bill waste management fees for services. <br /> F. Certification of Delinquent Payments <br /> All Payments which are 30 days past due and having been properly billed to the <br /> occupant of the premises served, shall be delinquent. Occupant may be certified <br /> to the City Clerk who shall prepare an assessment roll each year providing for <br /> assessment of the delinquent account against the respective property served. <br /> CONTRACTOR shall submit this list to the City Clerk by September 1. The <br /> assessment adoption on or before October 1 of each year, and upon approval <br /> thereof, the amount due shall be certified such charges to the County Auditor, <br /> 10 <br />
