Memorandum <br /> DATE : December 3, 1999 <br /> TO : Honorable Mayor and Council <br /> FROM : Jim March <br /> RE : Rick Carlson — Development Request <br /> Rick Carlson is interested in developing the former Prachar property located south of <br /> LaMotte Park. This site is scheduled to be in the current MUSA on January 1, 2001. Mr. <br /> Carlson is seeking permission to be allowed to amend the comprehensive plan so that this <br /> property could be developed next year. <br /> Mr. Carlson has approached the Planning Commission and the Park and Recreation <br /> Committee with this proposal. The committee's reaction has been positive so long as the <br /> City receives significant compensation for allowing this development to occur a year <br /> earlier than planned. Mr. Carlson has made a preliminary offer of $2000 per lot as park <br /> dedication. The current park dedication per residential lot is $1200. <br /> The pencil sketches for this site show in the range of 40 — 42 lots. The subdivision <br /> should allow for full basements, which should push the minimum home values to around <br /> $200,000. Mr. Carlson has not prepared a preliminary plat for this subdivision. Any <br /> agreement to allow an amendment to the comprehensive plan should be made contingent <br /> upon receiving prior approval of a preliminary plat. <br /> No one knows for sure what is a reasonable amount to demand from the developer. I <br /> suggest that the developer provide the assumptions for why he feels that his offer is fair <br /> to the City. If the numbers seem legitimate, Council can make a decision at that point. If <br /> not, the developer can be asked to prepare a new offer or the City can decide not to allow <br /> this development to occur a year early. <br />
