• <br /> (b) Of the nine (9) commissioners selected pursuant to subsection (a) <br /> above, one commissioner selected by each city shall serve a minimum <br /> term of two (2) years and a maximum term of four years. Upon expiration <br /> of the two year terms, successors to those commissioners may be <br /> reappointed for terms of four years. <br /> (c) The Police Commission chair shall be selected, from outside the <br /> member cities, by mutual agreement of all city councils to serve an initial <br /> term of three years. Upon expiration of the three year term, the <br /> chairperson position shall be appointed for a term of two years. The <br /> chairperson may be reappointed. <br /> (d) The city councils shall select commissioners under subsection (a), <br /> within thirty days after execution of this agreement. The chairperson <br /> commissioner shall be selected within sixty days after execution of this <br /> agreement. <br /> (e) Vacancies in commission membership shall be filled within sixty <br /> days. <br /> (f) At the completion of the second year of the Joint Powers Agreement <br /> any city may request a reevaluation of the Police Commission structure. <br /> Upon such request, the chair of the Police Commission would convene a <br /> task force consisting of the member city administrators and one elected <br /> official not serving on the Police Commission from each city. This task <br /> force will report back to each of the city councils within six months, with <br /> their recommendation. Such recommendation must be adopted by each of <br /> the three city councils in order to amend the Joint Powers Agreement. <br /> 2.8 The Police Commission shall be governed by the following rules: <br /> (a) The chairperson elected by mutual agreement of all city <br /> councils shall be designated as the chairperson, and shall preside at all <br /> meetings of the Police Commission. The chairperson shall not vote on <br /> any issue. <br /> (b) Regular meetings shall be scheduled by the Police Commission <br /> and shall be held at any of the parties' city halls and shall be open to the <br /> public. Regular meetings shall be held at least once per month at a time to <br /> be determined by the Police Commission. <br /> (c) The chairperson shall have the power to call special meetings of <br /> the Police Commission by giving written notice of the meeting to each <br /> commissioner and to the mayor of each city. Said notice shall contain <br /> the date, time, place, and purpose of the special meeting. Such meeting <br /> shall be called in compliance with the Open Meeting Law. The <br /> 3 <br />
