chairperson shall also call a special meeting if requested by a minimum <br /> of one commission member from two separate member cities. <br /> SECTION III <br /> OFFICIAL ADDRESS <br /> Joint Powers Police Commission Office. The office of the Police Commission shall be <br /> MN 55014 or such other locations as the Police Commission deems <br /> necessary. All notices to the Police Commission shall be delivered or served at said <br /> office. <br /> SECTION IV <br /> GENERAL POWERS OF THE <br /> POLICE COMMISSION <br /> 4.1 Powers. The Police Commission shall have and is hereby given all powers, duties <br /> and functions enumerated in this agreement, and all such further powers necessary <br /> to carry out the intent and purpose of the Department with respect to acquisition <br /> of property and operation of the Department heretofore set forth, including the <br /> following: <br /> (1) To employ and determine the terms of employment of administrative and <br /> other personnel, accountants, consultants, legal counsel, and other qualified <br /> personnel, except as provided in this Agreement. <br /> (2) To cause reports, plans, studies and recommendations to be prepared. <br /> (3) To lease or purchase equipment and supplies necessary for the proper <br /> operation, care, maintenance, and preservation of Department facilities and <br /> equipment, except as otherwise provided in this Agreement, and subject to the <br /> budget as approved by member cities. <br /> (4) To adopt Department bylaws, rules and regulations for the operation, <br /> maintenance and use of the Department personnel services, equipment and <br /> facilities. <br /> (5) To enter mutual aid agreements with other organizations with similar <br /> purposes. <br /> (6) To recommend disposal of capital equipment as hereinafter defined, and land. <br /> (7) It shall be the responsibility of the Police Commission to control and to <br /> supervise the administration of the joint powers police department.
