All notices to the Police Commission shall be delivered or served at said office. SECTION IV GENERAL POWERS OF THE POLICE COMMISSION 4.1 Powers. The Police Commission shall have and is hereby given all powers, duties and functions enumerated in this agreement, and all such further powers necessary to carry out the intent and purpose of the Department with respect to acquisition of property and operation of the Department heretofore set forth, including the following: (1) To employ and determine the terms of employment of administrative and other personnel, accountants, consultants, legal counsel, and other qualified personnel, except as provided in this Agreement. (2) To cause reports, plans, studies and recommendations to be prepared. (3) To lease or purchase equipment and supplies necessary for the proper operation, care, maintenance, and preservation of Department facilities and equipment, except as otherwise provided in this Agreement, and subject to the budget as approved by member cities. (4) To adopt Department bylaws, rules and regulations for the operation, maintenance and use of the Department personnel services, equipment and facilities. (5) To enter mutual aid agreements with other organizations with similar purposes. (6) To recommend disposal of capital equipment as hereinafter defined, and land.
