(e) When specifically authorized by the Police Commission. <br /> SECTION VI <br /> FUNDING <br /> 6.1 Member Contributions. Each calendar year each city shall pay monthly, to the <br /> Department, its share of the total operating budget as established by the <br /> Commission, as provided for in Section VII of this Agreement. Capital and <br /> operating expenses of the Department shall be borne by each city in this <br /> Agreement according to the following formulas: <br /> The following calculation shall determine each city's share of the cities' <br /> contribution to the police budget. The formula weights calls at 40 %, population <br /> at 40% and International Association of Chiefs of Police (IACP) formula for <br /> number of officers at 20 %. <br /> Formula: <br /> Step 1 (% A x 40) + (% P x 40) + (% 0 x 20) city total <br /> Step 2 Each city's individual total is summed to achieve a grand <br /> total. The City's % of the grand total is their share of the <br /> City's contribution to the police budget. <br /> A = The specific city's average number of complaint numbers generated for <br /> the last three (3) calendar years as a percentage of total calls. <br /> P = The specific city's population in the District. Source for population <br /> information shall be the latest Metropolitan Council estimate of the <br /> population as a percentage of their total population, <br /> 0 = The number of officers each City would require as determined by the <br /> IACP as it existed in 1999 as a percentage of the total officers suggested <br /> by the formula. <br /> 6.2 Phase In. To accomplish a phase in of the formula, the City of Lexington's <br /> contribution, as determined by the formula, if greater than 115% of the previous year's <br /> contribution will be reduced to 115% of the previous year's contribution. The dollar <br /> amount of such reduction for the City of Lexington will be added to the contribution of <br /> the City of Circle Pines as calculated by the formula. <br /> The City of Centerville will pay the amount indicated by the formula. <br /> At the point that all cities pay the amount that is indicated by the formula, no future <br /> 7 <br />
