Mr. Felco argued that he requested the City to provide information on the installation of ' <br /> sidewalks and driveways and the City should have provided the right information. Morever, there should <br /> be some accountability on behalf of the City. Mr. Travis noted that the sidewalk was installed based on <br /> specifications. Mayor Wilharber questioned everyone as to what can be done to ensure the problem does <br /> not resurface. Councilmember Nelson confirmed the City Engineering Inspector - inspected and <br /> approved the sidewalk. Mr. March suggested that Mr. Felco should have requested the information in <br /> writing, instead of continuing the work based on somebodies word. Mr. Felco argued that he followed <br /> the specification of the "As built" which was signed off on by the City. Also, the CO (Certificate of <br /> Occupancy) was issued with the only exception that the sidewalk was reinstalled at a different elevation. <br /> There was no contingency regarding the driveway. Mr. Cook explained that the city signed off on the <br /> plan. However, the plan does not include the sidewalk nor the right of way. The Council discussed the <br /> issue and took the following action: <br /> Motion by Mayor Wilharber, seconded by Councilmember Nelson to remove the City <br /> from involvement regarding the sideway /driveway issue. Wilharber, Nelson - aye, Sweeney - nay, <br /> Travis abstain. Motion carried. <br /> Centennial Fire District 2000 Budget - Chief Milo Bennett <br /> Fire Chief Milo Bennett (Centennial Fire District) gave an overview of the Centennial Fire <br /> District 2000 budget and its components. Fire Chief Bennett explained the different levels of pay rates <br /> in comparison to levels of training. Other changes included utilities, full -time employee annual increases, <br /> payment for buy -ins and the total budget includes a 2.2% increase with a cost per citizen reduction <br /> (Please see attached). Councilmember Nelson noted that the pie chart depicts Centerville at 11% but the <br /> overall cost depicts Centerville at a lesser percentage. Fire Chief Bennett referred to the 2000 funding <br /> formula which detailed the area that explains the percentage difference between the citizenry and payment <br /> amount, which accounts for the difference. <br /> Motion by Councilmember Nelson, seconded by Councilmember Travis to approve the Centennial <br /> Fire District 2000 Budget as presented. WilharberjNelson, Travis - ave, Sweeney abstained. <br /> Motion carried. <br /> Fire Chief Bennett read aloud a letter received from a paramedic group who responded to an accident <br /> that worked with the Forest Lake and Centennial Fire Departments (Attached). In short, the letter <br /> praised the Centennial Fire Department for working fast and efficient. <br /> IV.
