Anoka County Contract No. 2000- O /7$ <br /> JOINT POWERS AGREEMENT <br /> FOR REGIONAL TRAIL <br /> THIS AGREEMENT is entered into this 1st day of January, 2001, by and between the <br /> County of Anoka, a political subdivision of the State of Minnesota, Anoka County Government <br /> Center, 2100 Third Avenue, Anoka, Minnesota 55303, hereinafter referred to as the "County," and <br /> the City of Centerville, a municipal corporation of the State of Minnesota, 1880 Main Street, <br /> Centerville, Minnesota 55432, hereinafter referred to as the "City." <br /> WITNESSETH: <br /> WHEREAS, the Minnesota Legislature and the Metropolitan Council have delegated to the <br /> County the responsibility of implementing a regional trail facility within the County to be known as <br /> Rice Creek Chain of Lakes Regional Park Reserve Trail Corridor; and <br /> WHEREAS, through study and evaluation, the County has developed a park development <br /> plan known as the Rice Creek Chain of Lakes Regional Park Reserve Master Plan; and <br /> WHEREAS, the City is and will be constructing and maintaining recreational city trails <br /> entering the Rice Creek Chain of Lakes Regional Park Reserve connecting to the main regional trail, <br /> the locations of which are shown on Exhibit A, which is attached hereto and incorporated herein; <br /> and <br /> WHEREAS, residents of the County and the City will use these trails, owned by the City, for <br /> recreational outings; and <br /> WHEREAS, these trails adjoin the Rice Creek Chain of Lakes Regional Park Reserve Trails; <br /> and <br /> WHEREAS, the greatest number of users of Rice Creek Chain of Lakes Regional Park <br /> Reserve come from outside the City and are residents of the metropolitan region; and <br /> WHEREAS, the Rice Creek Chain of Lakes Regional Park Reserve redevelopment increased <br /> the number of park users. <br />
