Motion by Council Member Broussard Vickers, seconded by Council Member Sweeney to direct Staff to draft a letter to the Hasiaks giving them until May 1, 2001 to obtain the building permit or the City would move to declare the building a hazardous structure and directing them to tear down the "lean to" within two (2) weeks. All in favor. Motion carried unanimously. Public Works Building Signage (7087 — 20 Avenue South) Mr. March stated that Mr. Houle had indicated he needed additional information prior to being able to provide a cost for a proposed sign for the new public works /police substation. Mr. Houle would like to know whether the City wants a single or double -faced sign, cutout letters or free standing letters with the background removed, and what size letters the City wants. Concensus was the sign should be two - sided, have letters similar to the signs in Eagle Pass, and to allow Mr. Houle the discretion to chose the size of the letters. Turcotte Purchase Agreement and St. Genevieve Property Appraisal Mr. March stated the appraisals were for informational purposes. Mayor Wilharber questioned whether the Church had contacted the City to discuss the property. Mr. March indicated they had not as of this time but suggested the City could send a letter to the Church. Mayor Wilharber stated that he would discuss this matter with Father Fitzgerald. Mr. Hoeft stated he had drafted a standard purchase agreement for the City to execute if it desired to purchase the Turcotte property. Council needs to determine whether they wish to move forward with the purchase or, if not, determine a time frame for proceeding. Mayor Wilharber stated the City should consider when Ms. Turcotte will be able to move into new housing and when the lease will expire for Ms. Turcotte's renter. Mr. Hoeft explained if the City purchased the property, let the lease run out and did not renew it, the City would still be responsible for relocation fees. Mr. Hoeft stated that relocation fees would excessive if one (1) residence where to be relocated. Council Member Sweeney questioned the amount of relocation fees. Council Member Broussard Vickers stated it could possibly be $2,000. City Attorney Hoeft indicated he was not sure but thought the amount could be less than $2,000. Council Member Broussard Vickers questioned whether the City would be responsible for any rent difference as a result of the relocation. City Attorney Hoeft stated the City was required to provide comparable housing. Mayor Wilharber expressed a desire to determine when the lease for the renter expires. Mr. Hoeft indicated that if the City executed the purchase agreement they would be legally required to pay relocation fees. Page 12 of 14
