MEMO <br /> DATE : December 20, 2000 <br /> TO : Honorable Mayor and Council <br /> FROM: Jim March <br /> RE : Downtown Snow Removal <br /> The City has received complaints from several downtown property owners that there is <br /> no place to put the snow from the sidewalks along the County roads. There are also two <br /> bus stops near Kelly's Korner that are creating a hazardous walking situation for students. <br /> I have spoke to Commissioner Langfeld in regards to the County plowing snow from the <br /> County roads out of their right -of -way onto private property. This is a violation of state <br /> law. I have proposed a joint powers agreement with the County to address this situation. <br /> I envision an agreement where the City would remove the snow from this area and then <br /> be financially reimbursed by the County for this service. Anoka County does not have <br /> any similar arrangements anywhere else in the County, but I have seen this type of <br /> arrangement with other communities. Commissioner Langfeld seemed very receptive to <br /> the idea. <br /> I think this issue will become even more important as we continue to revitalize the <br /> downtown area. If we are attempting to make the downtown pedestrian friendly, we need <br /> to make sure that the sidewalks can be traversed and that the children that walk to school <br /> are safe. <br /> I would not anticipate a large cost for this item. It may run $1500 in years where we have <br /> heavy snow. I would propose that the areas to be cleaned would be a block in either <br /> direction of the intersection of Main Street and Centerville Road. <br />
