Council Member Nelson stated that the Hunter's Crossing development offered an additional <br /> $17,000 in park dedication fees as an incentive to the City for granting a MUSA swap. Council <br /> Member Broussard Vickers clarified that the City did not grant a MUSA swap in regards to the <br /> Hunter's Crossing development. However, the City granted development a year earlier than that <br /> earmarked by the City's Comprehensive Plan. <br /> Council Member Broussard Vickers clarified the City did not agree to a MUSA swap for Hunter's <br /> Crossing. The City agreed to allow Hunter's Crossing to come in early for an additional fee. <br /> Council Member Sweeney noted no additional land was being brought into MUSA by allowing <br /> the swap. Allowing the swap would keep construction traffic out of the developed area. <br /> Council Member Broussard Vickers stated she liked the layout of the development. She then <br /> expressed concern for home values within the development as the land is not very high and may <br /> not be conducive to allowing full basements. She indicated Council may wish to require R -5 size <br /> requirements. <br /> Council Member Sweeney stated that there were some issues with the City's R -5 zoning <br /> requirements as there were two (2) story home plans that would not comply. Council Member <br /> Broussard Vickers stated that the Planning and Zoning Commission was researching the matter. <br /> Mr. Cooper stated that there would be a few lots that a rambler- lookout could be built on. <br /> Mayor Wilharber questioned whether sewer and water were available on the east side of <br /> Centerville Road. Mr. Peterson concurred. Mayor Wilharber questioned whether residents on the <br /> west side of Centerville Road would be assessed for installation of same. Mr. March stated yes; <br /> however, they would not have to pay the assessment until the property is able to connect to same. <br /> Mr. Peterson concurred. <br /> Mr. Wes Schoeberlein, 6906 Centerville Road, expressed the following several concerns regarding <br /> the development: cul -de -sac access to his driveway and traffic, providing easement for driveway <br /> access and impact of same on the size of lots 3 and 4, the trailway crossing his driveway if it were <br /> to go to the north, location of the cul -de -sac as it has been proposed and the removal of trees to <br /> connect his driveway, and approval by the City without addressing his concerns. <br /> Council Member Broussard Vickers questioned the location of the property lines between Mr. <br /> Schoeberlein property and his neighbors. Mr. Schoeberlein stated he was unclear to their location, <br /> but believed a line of hybrid willow trees is located on same. <br /> Council Member Nelson questioned whether Mr. Schoeberlein and Mr. Lundblad's properties <br /> were equal in size. Mr. Schoeberlein believed they were similar in size. <br /> Council Member Broussard Vickers how be c questioned ow the developer intended to connect Mr. <br /> Schoeberlein's driveway to the cul -de -sac if it did not abut Mr. Schoeberlein's property. Mr. <br /> Cooper stated that they would provide an easement over the property in question. Mr. Cooper <br /> showed Council Member Broussard Vickers on the map how the developer intended to connect <br /> the driveways to the cul -de -sac. <br /> Mayor Wilharber questioned whether Mr. Schoeberlein and Mr. Lundblad were connected to <br /> water and sewer.
