Council Member Sweeney questioned whether the developer could run the trailway through <br /> Outlot A. Mr. Cooper stated that Ground Development was willing to locate the trailway where <br /> the City required; however, they did not want to pay to build any more trailway than required. <br /> Council Member Nelson questioned the County's requirements for the trailway. Mr. LeBlanc <br /> indicated the only requirement he was aware of was the 10 -foot wide paved trail. Mr. LeBlanc <br /> suggested that the City contact Anoka County in regards to their requirements for same. <br /> Council Member Broussard Vickers noted if the trailway ran through the north of the development <br /> there would be ample space for the trailway as it would run along the force main easement. If it <br /> ran to the south, as proposed, the trailway would run through fewer backyards. Council Member <br /> Broussard Vickers stated that the developer may need to provide a fence or barrier to discourage <br /> wandering onto private property. <br /> Mayor Wilharber questioned whether the developer had contacted Anoka County concerning <br /> obtaining a permit to access Centerville Road and for determination of required turn lanes. Mr. <br /> Cooper stated he had contacted the County and is waiting for a response. Mr. Cooper stated that <br /> Mr. Hannah has concurred with Mr. March regarding the need for turn lanes on Centerville Road. <br /> Council Member Sweeney questioned whether the developer intended on installed and entrance <br /> monument and Mr. Cooper concurred. <br /> Mr. March stated that Council needed to ascertain whether it wished to direct the developer to <br /> route the trailway north through Outlot A to connect to the force main easement. Mr. Cooper <br /> questioned who would be responsible to run the trailway north through Outlot A to the force main <br /> easement and Council Member ,Nelson stated the developer. <br /> City Attorney Hoeft expressed a desire to see the trailway, as dictated by Council, on the <br /> preliminary site plan for the development. Council Member Nelson concurred. <br /> Council Member Broussard Vickers stated that there was a concern raised at the Planning and <br /> Zoning meeting for additional traffic being directed on both Center Street and Centerville Road. <br /> Mr. March suggested Council discuss the number of lots within the development and the size of <br /> the lots. He also suggested Council discuss the cul -de -sac to the north of the development and <br /> whether the trailway should be run north through or along Outlot A. Mayor Wilharber requested <br /> clarification as to the number of lots within Pheasant Marsh. <br /> Mr. March stated Council should determine whether it was in favor of allowing the MUSA swap. <br /> Mr. March stated that the requested MUSA swap lacks incentive for the City; however, the <br /> development cannot proceed without one. <br /> Council Member Sweeney questioned the portion of the property the developer would commence <br /> building first if the City granted the MUSA swap. Mr. Cooper stated the most southern portion, <br /> closest to Centerville Road would be deemed Phase I. <br /> Council Member Nelson stated she felt there was no incentive for Council to grant the requested <br /> swap. Council Member Broussard Vickers indicated she did not see a reason to deny the request. <br /> Council Member Sweeney stated that an advantage of granting the MUSA swap would be <br /> controlling traffic on secondary streets. <br /> Page 5of14 <br />
