Motion by Council Member Sweeney, seconded by Broussard Vickers to <br /> approve the overweight permit for construction on Mound Trail with the <br /> stipulation that it be noted this is a one -time permit and that the developer <br /> should not come to the City with a request in the Spring when it would <br /> damage roads. All in favor. Motion carried unanimously. <br /> 2001 Fete ties Lacs Committee Structure (Ray Devine) <br /> Mayor Wilharber read materials submitted by Ray DeVine proposing a formal <br /> structure for the 2001 Fete des Lacs Committee. <br /> Crnmcil Member Nelson questioned if the City should require committee <br /> members have some connection to the community. <br /> Council Member Broussard Vickers questioned how many people worked as a <br /> group on the Festival last year. Council Member Sweeney state' twenty (20) <br /> people or more in the beginning and down to twelve (12) or fewer as it <br /> progressed. He indicated about six (6) members were actively involved at the <br /> time of the festival. <br /> Mr. DeVine stated he feels they need a seven (7) member core committee that can <br /> work on the issues and make decisions and then get volunteers to actually assist <br /> with the festival. <br /> Council Member Sweeney stated he feels that if there is a core group there will be <br /> minutes taken and there will be fewer conflicts in the process. He stated he feels <br /> that this will not diminish the importance of the volunteers in any way but they <br /> neea tormatity. <br /> Mr. DeVine explained he was attempting to address the issue of hurt feelings of <br /> those not on the committee and indicated there were subcommittees to be on if <br /> someone is not on the formal committee, t f the <br /> 1 1 <br /> Council Member Sweeney questioned whether a longer term would be better. Mr. <br /> DeVine said the celebration must be planned from the time it is over until the new <br /> committee is in place and that is why the term was set as proposed. Mr. Hoeft <br /> indicated once the term expires the committee members can stay in the seat until a <br /> new appointee is in place or indefinitely if no new appointee is available. <br /> Council Member Nelson questioned whether a budget was in place for the <br /> committee or not. Mr. DeVine indicated he did not address the budget because <br /> the committee was planning on the $5,000 donation from the City and whatever <br /> they could raise themselves in donations. <br /> Page 17 of 22 <br />
