the residence. The Community Service Officer returned the next day and picked
up the signed card acknowledging receipt of the letter. Mr. March explained to
Council the letter informed the Salazars of the requirements of Council in regards
to the kennel, and also noted the procedures for applying for a variance to
continue construction of the fence.
Council Member Nelson questioned Mr. March if the police could patrol, and if
they were to notice the dogs out side of the kennel, could the dogs be seized and
further action taken. Mr. March referred the question to City Attorney Hoeft.
City Attorney Hoeft indicated it would need to be determined if the Salazars were
in violation of the requirements prior to action being taken. Mr. Hoeft stated there
is no reason why the Centennial Lakes Police Department (CLPD) could not be
asked to keep an eye on the dogs.
Council Member Nelson stated she would like to make the CLPD aware of the
situation and ask them to routinely check the property. Mayor Wilharber, as
police liaison, stated he would contact CLPD and forward the request.
VIII. UNFINISHED BUSINESS
Storm Sewer Re- alignment — Lloyd Drilling (1873 Main Street)
Mr. Peterson recommended that the east half of the site drain east towards Shad
Avenue. The runoff can be collected in a storm sewer catch basin at Shad Avenue
and Main Street, flow east in the ditch, then flow south under the highway to an
existing pond at the southeast corner of Main Street and the Fire Station driveway.
The water will be treated prior to continuing southward to Clearwater Creek.
The west half of the site will receive adequate treatment on -site in the existing
highway ditch and the grassy area around the "beehive" catch basin at the north
property line. Mr. Peterson stated it is not necessary to redirect the storm water
flowing in the existing pipe south under the highway and into the small pond
south of the City Hall parking lot.
Council noted there has been a water problem on Shad Avenue in the past and
requested that Mr. Peterson check with Dave Lutz on Shad Avenue to make sure
redirecting the sewer in this manner will not cause further water problems for the
residents on Shad Avenue.
Motion by Council Member Sweeney, seconded by Council Member Travis,
to approve the Storm Sewer Realignment at 1873 Main St. All in favor.
Motion carried unanimously.
Letter from Frank Ball, Director, Alcohol and Gambling Enforcement Division,
Minnesota Department of Public Safety.
