Mr. Peterson explained how the City arrived at the <br /> assessments figures. <br /> Mr. Peterson stated that the total costs for Hunter's Crossing improvements are <br /> $653,613. The developer has paid for half of the costs to extend services down <br /> Centerville Road. The remaining half has been divided among individual <br /> property owners who also benefited. <br /> Kenneth Vanderbeek, 6892 Centerville Road, explained to Council numerous <br /> problems he has endured during construction. He lost telephone and cable <br /> services on four (4) occasions. At one point the telephone line was dropped onto <br /> the power line creating a potentially dangerous situation if his wife or children <br /> would have used the telephone. His tractor was damaged, requiring $150 in <br /> repairs. The City also removed trees on his property without permission and <br /> without an easement to do so. He mentioned to Council that he was aware <br /> services were coming but disagrees with treating his lot as two (2) lots and <br /> therefore assessing him for same. Mr. Vanderbeek explained due to the elevation <br /> of the lot he believes the lot is non - buildable. Mr. Vanderbeek stated that it <br /> would be cost prohibitive for him to make the property saleable, and he did not <br /> intend on doing so and would not divide or split the property. <br /> Larry Woiak, 6925 Centerville Road, stated he intends on contesting the <br /> assessment believing that the cost is in excess of the increased property value the <br /> services will bring. <br /> Dale Greenwadt, 4697 - 316 Lane, Stacy, Minnesota, stated that the property he <br /> owns on Centerville Road is rental property and his renters did not provide the <br /> notice of assessments to him. He was unaware of the assessment in time to <br /> submit his petition to contest the assessment. <br /> Mayor Wilharber questioned Attorney Hoeft that due to Greenwadt's <br /> circumstances, could Mr. Greenwadt still be allowed to file a petition against the <br /> assessment. City Attorney Hoeft indicated Mr. Greenwadt would be allowed to <br /> file a petition. <br /> Council Member Sweeney asked whether the City had agreed to replace the trees. <br /> Mr. Vanderbeek said they had. Council Member Sweeney then asked if the trees <br /> were in the City right -of -way. Mr. Vanderbeek stated they were not. <br /> Council Member Broussard Vickers questioned Mr. Peterson if it is standard <br /> procedure to assess someone for two (2) stubs if the lot could potentially be <br /> divided. Mr. Peterson confirmed. Council Member Broussard Vickers asked if <br /> the stub could be removed if that was the wish of the property owner. Mr. <br /> Peterson confirmed. <br /> Page 2of12 <br />
