Mr. Woiak stated that the assessments are in excess of replacing the existing well. <br /> Mr. Greenwadt stated he believed the price to replace an existing well be <br /> approximately $4,000. Mr. Woiak stated that his well is only 12 years old and he <br /> believes it will be a long time before it fails. <br /> Council Member Broussard Vickers explained to the property owners that they <br /> are paying up front for their next service when their wells fail. She told them that <br /> wells do fail quite regularly and the cost to replace a well would exceed what they <br /> have been assessed for services. She stated she did not like the original numbers <br /> and feels the Council has shifted as much of the financial burden onto the <br /> developer as possible. She then explained to the property owners that the City <br /> can assess them if the property owner has a realized value, and she believes they <br /> will realize a value when connecting to these services. <br /> Council Member Nelson inquired if the assessment amount was divided among <br /> the property owners by adding up the total number of feet of pipe for the <br /> development and Centerville Road. Mr. Peterson explained the property owners <br /> are being assessed for half of the cost to extend services on Centerville Road only. <br /> Mr. Woiak told the City he has incurred numerous costs to clear the sewer pipe at <br /> his residence and will submit a bill to the City to be reimbursed for the same as he <br /> feels it is their responsibility. <br /> Mr. Vanderbeek inquired if he would have to connect to the services as soon as <br /> they become available. Mr. Peterson stated he would need to connect to sewer <br /> service within a year of becoming available. <br /> Council Member Broussard Vickers inquired when the services would be <br /> available. Mr. Peterson told her January 1, 2001. <br /> Mr. Peterson stated the amounts being assessed are in keeping with standard <br /> assessments for similar services in other communities. <br /> Mayor Wilharber inquired as to why Mr. Woiak's services were previously placed <br /> into the lot at an angle. Mr. Peterson explained that previous piping was <br /> temporary until services were extended on Centerville Road. <br /> Mayor Wilharber noted the previous owner of Mr. Woiak's property was hooked <br /> up to City sewer for free because no one at City Hall knew the property was <br /> hooked to the City's sewer system. <br /> A question was raised by several property owners as to why property owners with <br /> homes backing up to Centerville Road were not assessed. Mr. Peterson explained <br /> only those properties with homes facing Centerville Road were assessed. The <br /> residents whose homes back up to Centerville Road will be assessed when <br /> services come down the street their homes face. <br /> Page 3 of 12 <br />
