Mr. March provided paper to the property owners who had stated they wished to <br /> oppose the assessment. The property owners in opposition placed their names <br /> and addresses on the paper and turned them in to Mr. March. <br /> Mayor Wilharber closed the public hearing at 6:55 p.m. <br /> Mayor Wilharber stated he understands the property owners' position as he will <br /> be in their position in several years when services reach him. Council Member <br /> Travis indicated that he recently has been assessed for services, is fully aware of <br /> their costs and believes them to be fair and reasonable. <br /> Council Member Sweeney indicated the assessment is less costly than replacing <br /> an existing well and the developer has bore a larger portion of the costs to bring <br /> services down Centerville Road. Council Member Sweeney also stated that <br /> property owners in question would benefit from the services and concurred that <br /> the assessments were fair and reasonable. <br /> Council Member Broussard Vickers addressed the issue of Mr. Vanderbeek being <br /> assessed for two (2) stubs at his property. She indicated the price for one (1) acre <br /> lots is approximately $60,000 and believes the property's value could and would <br /> be enhanced to be buildable. Ms. Broussard Vickers stated that in her opinion, <br /> having the stub run to the property during this time would be less expensive than <br /> having it run in the future. Ms. Broussard Vickers concurred that the assessments <br /> were fair and reasonable. <br /> Council Member Nelson told the Council she usually leans toward individuals <br /> with her opinions rather than toward the developers; however, in this case she <br /> believes the developer has been more than fair and concurred with the other <br /> members of Council. <br /> Mayor Wilharber stated that assessments are high due to the cost of labor and <br /> supplies and that these same costs will continue to increase. Mayor Wilharber <br /> concurred with the other members of Council. <br /> Mr. Vanderbeek stated he had received an estimate for costs to connect to the <br /> City's sewer system in the amount of $10,000. Council Member Broussard <br /> Vickers questioned whether Mr. Vanderbeek wished installation of the second <br /> stub. Mr. Vanderbeek declined. <br /> Mr. Vanderbeek stated he could not afford the $10,000 assessment and questioned <br /> the option of deferring connection for several years. <br /> City Attorney Hoeft stated that deferral of special assessments is an option; <br /> however, the City would prefer to discuss this issue as the assessment process <br /> continues. <br /> Page 4 of 12 <br />
