4 <br /> MEMO • <br /> DATE : May 19, 2000 <br /> TO : Honorable Mayor and Council <br /> FROM : Jim March <br /> RE : Park and Ride Site Request/Livable Communities Act Demonstration Grant <br /> Included in your packet is a copy of a new grant program that has been established by the <br /> Metropolitan Council. They are currently soliciting applications in a two -phase process. <br /> They have $6.9 million dollars available with an additional $3 million available for <br /> projects that enhance transit opportunities. <br /> I have had discussions with two representatives from the Met Council in regards to a <br /> potential project. They have indicated that they thought the project would meet the <br /> established guidelines and encouraged a grant submittal. The applications will be ranked <br /> competitively. The best part of this new program is that there is NO Iocal match <br /> required. <br /> The project that I am proposing is as follows : <br /> 1) Demolish the existing two public works buildings <br /> 2) Acquire the remaining four residential parcels on the block <br /> 3) Relocate or demolish the existing residential parcels <br /> 4) Cap all wells on the block <br /> 5) Perform needed soil corrections on the block and bring the site to grade <br /> 6) Extend watermain along Centerville Road <br /> 7) Complete the streetscape enhancements <br /> 8) Pave a municipal parking lot/park and ride on a portion of the block <br /> 9) Take RFP's on the entire block and offer a financial incentive from the grant <br /> proceeds in exchange for the best developer proposal for a mixed use building <br /> that would be similar to the Design Team concept sketch <br /> 10) Connect a trail linkage from the project site to the trail corridor in LaMotte Park <br /> The grant is designed to encourage mixed -use compact development. Projects that <br /> enhance transit are awarded bonus points. Joanne Baron (Met Council Rep.) told me that <br />
