they are encouraging brick and mortar projects. This project seems to meet all of the <br /> criteria that are included in the grant application. By completing the above ten - <br /> mentioned project items, this will make the RFP process for the site much more <br /> financially feasible for an outside developer. I would expect that we would have <br /> numerous proposals to develop the site with a desirable mixed -use building. <br /> The existing residential property owners would be paid full market value for their <br /> properties. In addition, the property owners would receive relocation allowances. I am <br /> anticipating that our grant request would be slightly over a million dollars. I am not <br /> anticipating any significant resistance by the property owners to relocate from their <br /> current locations. I am already aware that two of the property owners are anxious to sell. <br /> I also met with John Harper (Senior Project Coordinator for the Transportation and <br /> Transit Department) on Thursday, May 18. I took Mr. Harper to our public works site. <br /> Mr. Harper indicated to me that it was very important for the Met Council to maintain a <br /> park and ride location in the City of Centerville. The Tom Thumb Corporate Office has <br /> announced that they want the park and ride to leave their parking lot by June 1, 2000. I <br /> explained to Mr. Harper that we might be applying for a LCA Demonstration Grant. Mr. <br /> Harper said he would talk to Joanne Baron and would support our grant request. <br /> I told Mr. Harper that I would request the City Council to allow the park and ride to be <br /> temporarily located at the public works site. I have talked with Paul Palzer in regards to <br /> clearing an area where 12 -15 vehicles could park on a daily basis. I met with the <br /> transportation executive from Lorenz Bus Service. He indicated that the site would be <br /> perfect for them because they travel north on Centerville Road to make their scheduled <br /> pick -up. <br /> The grant pre - application has to be submitted by June 2, 2000. If the application is <br /> chosen to continue through the final phase, then the final application is due on August 31, <br /> 2000. Grant awards will be announced in December of 2000. <br /> If this project were awarded, it would change the appearance, vitality and livability in the <br /> downtown area immensely. I believe that the grant would also instantly change <br /> investment opportunities in the downtown area. There would be no risk to the City in <br /> making application for this program Programs like this are rare opportunities. I am <br /> working on a draft application in anticipation of the Council's authorization for submittal <br /> of the phase one application. I hope the Council share's my enthusiasm for this potential <br /> project. I will more fully explain this program at the Council meeting. <br />
