PART II <br /> PROGRAM CRITERIA <br /> AND SELECTION PROCESS <br /> ELIGIBILITY CRITERIA <br /> To be eligible for funding consideration, the following must be met: <br /> • Applicant cities must be participating in the Local Housing Incentives Program of the <br /> Livable Communities Act, an behalf of proposals in their communities; or be <br /> metropolitan counties on behalf of projects located in eligible communities. <br /> • Proposals must be consistent with the policies of the Metropolitan Council's Regional <br /> Blueprint and Regional Growth Strategy, and be provided with central sewer and water <br /> and roads (Urban Core, Urban Area and Rural Growth Centers). <br /> • Proposals must be consistent with the comprehensive plan of the city in which the <br /> project is located. <br /> • Proposals must help achieve one or more of the affordable and life -cycle housing goals <br /> adopted by the applicant city (or the city in which the project is located if the <br /> applicant is a county) under the Local Housing Incentive program of the Livable <br /> Communities Act. <br /> • Proposals must include an endorsement from the applicant city; or from the city in <br /> which the project is located, if the applicant is a county. <br /> PHASE I EVALUATION <br /> AND SELECTION PROCESS <br /> 1.
