Council staff will determine points to be awarded on threshold criteria (refer to next <br /> section) for proposals in Categories A through D. (Threshold criteria do not apply to <br /> proposals in Category E). Proposals in Categories A, B, C or D must be awarded points <br /> on the threshold criteria, as outlined for each category, to be eligible for funding <br /> consideration. <br /> 2. The Livable Communities Advisory Committee will evaluate proposals, considering the <br /> threshold point scores (where applicable) and using the selection criteria in this <br /> section. The advisory committee will select a group of proposals, by June 15, that will <br /> be invited to submit a Phase II application, and may give applicants of these proposals <br /> guidance on preparing their applications. For the remaining proposals, the advisory <br /> committee will give written feedback designed to help applicants improve their <br /> proposals. <br /> PHASE II EVALUATION <br /> AND SELECTION PROCESS <br /> 1. Applicants invited to submit a Phase II application must submit Phase II proposals to <br /> the Metropolitan Council offices by 5 PM on August 15. <br /> 2. For Categories A through D (not applicable to Category E): <br /> Council staff will verify the number of points awarded to each proposal under the <br /> Threshold Criteria. Threshold point totals will be weighted so that all proposals will be <br /> evaluated on an equal basis. For example, a project that has received the maximum <br /> point score of 30 in Category C, Mixed Residential, will be multiplied by the appropriate <br /> numerical factor to bring its score to 50, the maximum possible point total in any <br /> category. <br /> 3. The Livable Communities Advisory Committee will hear presentations from applicants, <br /> evaluate proposals and score applications on the Selection Criteria. <br /> 4. Categories A through D: <br /> Points received on Threshold Criteria and Selection Criteria will be totaled to <br /> determine each project's total score. A proposal's total score is the total of its score <br /> on the evaluation criteria (50 points after weighting plus 20 possible bonus points for <br /> Categories A, B, or C), plus its score on the selection criteria (maximum 100 points). <br /> Total: 150 possible points plus applicable bonus points. <br /> V 1 .; iIkARY.
