C an this project be If yes, list priority items and amounts:
Partial p j y p Y
Funding partially funded? Priority 1:
❑ Yes Priority 2:
® No Priority 3:
Project Project Description
Many homes in Centerville are currently served by shallow wells that are subject to
Narrative contamination. Residents in these homes do not have the benefit of a safe public water
system. They do not receive the benefits of a fluoridated water supply and the attendent
prevention of tooth decay that is a proven benefit of public water supplies in Minnesota. This
project allows for low and moderate income residents in the City of Centerville to hook up to
the City watermain in order to get onto City water in advance of the deadline. Again, this is a
relatively high expense ($4,000 to $10,000) for a resident that does not have the means in
which to pay for it.
Describe the need and urgency for the proposed project. What are the
consequences if the project is not funded? Many homes are currently served by
shallow wells that are subject to contamination. This project will provide the means
for low and moderate income families to connect to city water. Also, homes with
wells do not benefit from the fluoride added to the City water supply and are not privy
to the benefits that fluoride provides teeth. "Over a lifetime, fluoride treated water
costs less than the cost of one dental filling to repair on decayed tooth." (Today -
Odom) Also, given the DNR's mandated change to conservation and conservation
rates it would benefit the community to have everyone on City water in order to
minimize the amount of water used or at the very least the ability to track water
consumption.
Describe the organization's fiscal management including financial reporting and
recording keeping.
The City of Centerville utilizes a fund accounting system consisting of a General Fund, Debt
Service Funds, Other Governmental Funds and Enterprise Funds. All accounts are reconciled
on a monthly basis with financial reporting submitted to respective management in order to
monitor line activity to budgeted amounts. The City goes through an annual audit and submits
applicable financial and budget reports to the OSA annually.
Is there a fiscal agent other than the applicant? 0 Yes ® No
Performance Objective - SELECT ONE
Measurement ® Suitable Living Environments
❑ Decent Housing
Standards ❑ Economic Opportunity
Outcome - SELECT ONE
(definitions located in ❑ Availability /Accessibility
the Guide) ® Affordability
❑ Sustainability
Anoka County CDBG Project Application
