r <br /> Pursuant to due call and notice thereof, the Planning & Zoning Commission <br /> held their regular meeting on September 3, 1985, at City Hall. <br /> Chairman Tourville called the meeting to order at 7:10 P. M. Present: <br /> Welk, Lindgren, Murray, Buesseler. <br /> Motion by Murray, second by Lindgren to approve the minutes of the August 6 <br /> meeting, Motion carried unanimously. <br /> Discussion on Animal Ordinance. <br /> The concept of combining the dog ordinance #24 with the new animal <br /> ordinance was discussed first. It was found that there were few <br /> sections in common between the two ordinances. There would be no <br /> gain to combine them in that it would not shorten the length of either <br /> ordinance. It was felt that it would be clearer & easier to reference <br /> if kept separate. Also, in checking with other municipalities it was <br /> found having a dog ordinance separate from a domestic animal ordinance <br /> was very common. <br /> The actual title of Ordinance #24 is "an Ordinance prescribing regulations <br /> for confinement, licensing & care of dogs." It was felt the index could <br /> better refer to this ordinance as "dog" ordinance rather than animal <br /> ordinance. <br /> Motion by Buesseler, second by Murray to recommend the <br /> council keep the dog ordinance separate based on the reasoning above, <br /> and change the title of the ordinance in the index to read "dog" <br /> ordinance instead of "animal" ordinance, Motion carried unanimously. <br /> The addition of wild and exotic animal regulations to the present <br /> animal ordinance was tabled until the October meeting to give Commission <br /> members time to review reference material received. <br /> The matter of Feed lots was discussed and found to be addressed in <br /> Ord # 4, and not applicable to the animal ordinance. The P C A also <br /> has regulations for the operation of feed lots. When Ordinance # b is <br /> reviewed, this matter will be researched further. <br /> The concept of leaving the dog Ordinance #21, making the animal <br /> Ordinance # 214 -B was discussed. This would leave all three ordinances <br /> in tact yet be easily referenced in the index. Clerk will check with <br /> Attorney to see if there are any problems with this. <br /> Present animal ordinance is in conformance with the most recent state <br /> legistation on dogs at large. The Commission will compare with dog <br /> ordinance # 24 to be sure it is also in compliance at next meeting. <br /> The enforcement of dog vaccination requirements was discussed. It was <br /> determined that administratively this hasntt been enforced in the past. <br /> After budget time the Clerk will review this matter and make a <br /> recommendation to P & Z for review. <br /> Motion by Buesseler, second by Welk to recommend to the Council the Animal <br /> Ordinance remain as is based on the above explanations, Motion carried <br /> unanimously. <br />
