The following <br /> ate a number of objectives and policies which can be viewed as guidelines in the <br /> development of a thoroughfare system plan. <br /> Objective: A congestion -free system. <br /> II <br /> Policy <br /> 1. Develop a roadway system based upon a functional classification of roadways <br /> ,), (See Table 7) which relates roadway purpose to both movement and land <br /> service needs occuring from the implementation of community comprehensive <br /> development plans. <br /> tii <br /> i Policy <br /> 2. Protect the traffic carrying capacity of streets consistent with the functional <br /> classification of the street or roadway (Table ,&) <br /> 7 <br /> _ Objective: Maintain High Level of Safety. <br /> Policy <br /> fc 3. Discourage through traffic on residential streets. <br /> • <br /> Policy <br /> ' 4. Provide separate walkway and bicycle facilities where necessary to minimize <br /> safety hazards. Coordinate the design of roadway facilities and land development with special <br /> e attention to the areas adjacent to major intersections. <br /> Policy <br /> S" 6.
