' , .. <br /> c I l SING POLICIES <br /> , , B 4 r 4* • • <br /> The following housing policies have been reviewed and adopted by the City of <br /> Centerville in an effort to refine and realize the City's housing related objectives <br /> '4 as well as the recorded objectives of the Comprehensive Plan. <br /> . 1. Residential development within the sewered area shall be encouraged. • <br /> 2. Multiple - family residences will be encouraged to develop in the sewered area <br /> ,., according to the following performance criteria. <br /> iy <br /> a. Close proximity and easy access to collector streets or minor arterials <br /> Located so as to minimize conflicts with adjacent land uses (buffer or <br /> 1 screens when necessary) <br /> b. Sited, oriented and landscaped to produce a harmonious relationship <br /> with adjacent development . <br /> c. Organized vehicular access and parking to minimize traffic congestion <br /> in the neighborhood <br /> d. Of such a scale or size as to preserve the objectives of the <br /> Comprehensive Plan <br /> SI e. Higher density housing should be encouraged to locate near high <br /> amenity areas (lakes, open space, etc.) <br /> i 24 , 4. Limited single- family development shall be permitted outside of the sewered <br /> area. Lot size and density standards shall control development so as to: <br /> a. Encourage development in the sewered area <br /> b. Protect usable agricultural land from being prematurely converted to <br /> large lot residential subdivisions <br /> c. Minimize infrastructure investments (streets, storm system <br /> maintenance, parks, etc.) in the rural service area. <br /> d. Be laid out in such a way as to accommodate future resubdivision (if <br /> sewer becomes available after 2000). <br /> 4. Provide a variety of housing types in various cost ranges with specific <br /> concern for encouraging alternatives to single- family homes for the elderly <br /> and affordable cost homes for younger families. (Provide for all stages in the <br /> life cycle). <br /> 5. The City will promote the fair housing provisions of the law. <br /> 6. The City will reduce special assessments by permitting PUD's or other cluster <br /> arrangements. (The City will adopt a P.U.D. Ordinance). <br /> 7. The City will streamline the review process to prevent delays when <br /> considering housing proposals. <br /> B. The City will adopt and enforce the necessary codes and inspection standards <br /> to prevent blight from occurring. <br /> Of 9. The City will encourage development of scattered low and moderate and <br /> modest cost housing. <br /> Sl <br /> 4 10. The City will adopt the Metropolitan Council's fair share numerical goal for <br /> modest cost housing opportunities of 13 over the next ten years. <br /> 11. The City will continue it's provisions and controls which currently allow <br /> opportunities for construction of modest cost Market rate housing. <br /> 1 <br />
