261 PLANNING & ZONING MEETING MINUTES <br /> 262 TUESDAY, MAY 2, 1995 <br /> 263 PAGE 6 <br /> 264 <br /> 265 - Doesn't like the attitude the developer, real estate agent, and <br /> 266 management company are expressing about low income people, it's not <br /> 267 fair to residents. <br /> 268 - How will the water supply affect the people with their own well? <br /> 269 Response: If there is a water main running by your house you would <br /> 270 have to hook up if your well is broke. <br /> 271 - There has already been 10 or more houses that have gone up for <br /> 272 sale and the homeowner is liable to tell the future buyer about the <br /> 273 Golden Meadows proposal. <br /> 274 - Pictures Kornovich showed earlier are apartments not townhomes. <br /> 275 - Most cities accept proposals like this because of the size of <br /> 276 them. One, Centerville is a close knit town, and secondly by the <br /> 277 notices posted in the paper people wouldn't be able to know what <br /> 278 they were. <br /> 279 - Would like specifics on Minnesota Housing and how often <br /> 280 inspections are done. <br /> 281 <br /> 282 Mayor Wilharber read a letter from Minnesota Housing Finance Agency <br /> 283 requesting input from the city. The Mayor also added that the <br /> 284 citizens concerns are know by the city but they also have to be <br /> 285 known by the state and county. <br /> 286 <br /> 287 - Is there a ratio of low rent housing within the city? <br /> 288 - How can this be good for building our community? <br /> 289 - Research was done on other projects and all of the projects are <br /> 290 to new to get a response. <br /> 291 - Project will increase town by one - third. <br /> 292 - Under the impression Kornovich is coming through the backdoor, no <br /> 293 funding approved, trying to get the city to approve in order to get <br /> 294 funding. Response: There is already a lot of money on the line. <br /> 295 - Can they be individually sold? Response: Yes, after the 18 year <br /> 296 maturity. <br /> 297 - What about a smaller project? Response: Minnesota Housing caps <br /> 298 the number of units, so only 48 units will be built at first. <br /> 299 Therefore, it will be a number of years before the project is <br /> 300 complete. Although the proposal is for 80 units only 48 will be <br /> 301 built in the near future. <br /> 302 - Is there handicap accessibility for storm shelters? <br /> 303 - Can the city rezone the property to industrial or commercial? <br /> 304 <br /> 305 Motion by Drilling, second by LaMotte to adjourn the Golden Meadows <br /> 306 public hearing at 10:25 p.m. Motion carried unanimously. <br /> 307 <br /> 308 P &Z had a discussion regarding the water supply concern. They <br /> 309 would like the city engineer to research it, and believe that a new <br /> 310 feasibility study should be done. Also, they would like the <br /> 311 engineer to check the flood plain reduction. <br /> 312 <br />
