09 PLANNING & ZONING MEETING MINUTES <br /> 10 TUESDAY, MAY 2, 1995 <br /> 11 PAGE 5 <br /> 12 <br /> 213 The following are the comments and concerns expressed by the above <br /> 214 residents along with answers given by the developer, property owner <br /> 215 and the Planning and Zoning Commission. <br /> 216 <br /> 217 - Schools will not be able to accommodate the increase. <br /> 218 <br /> 219 - Concern for the speed limit on 20th Avenue of 55 mph. <br /> 220 - The City should put a traffic light on the corner of 20th and <br /> 221 Main Street. Response: Because Main Street is a county road it is <br /> 222 an issue they have to look at. <br /> 223 - Drainage and holding pond. Response: It will require a holding <br /> 224 pond that will be off the property. <br /> 225 - This project will divide the community. <br /> 226 - If the city already has 25% of residents considered as low income <br /> 227 we wouldn't need a housing project. <br /> 228 - How is this going to help low income when there is no public <br /> 229 transportation or jobs. <br /> 230 - Are we giving them an environment for them to make a <br /> 231 contribution? <br /> 232 - Has Rice Creek been contacted regarding the fill they used on the <br /> 233 property and the flood plain level? <br /> 34 - Believes the statement made that there is no cost to the city to <br /> 35 be very wrong. Response: Zero cost as far as the development. <br /> 36 <br /> _.37 Kornovich also responded to previous comments: total taxes for the <br /> 238 development will be $113,000.00 that will be disbursed, the park <br /> 239 can be private or public - is still waiting from P&R committee for <br /> 240 their recommendation. <br /> 241 <br /> 242 - Parking spaces next to street, the lights will shine on houses <br /> 243 across the street. <br /> 244 - There is no parking available for visitors. Kornovich's <br /> 245 response: parking exceeds city requirements, and can't see the <br /> 246 relevance to parking would be the same for a single family home. <br /> 247 <br /> 248 - Property values increased around other developments. <br /> 249 - Is there a tax break for unused utilities for the property? <br /> 250 - What if funding does not go through? Kornovich's response: He <br /> 251 would abandon the project. <br /> 252 - How long are tax credits good for and what about long term. <br /> 253 Response: Need to invest for 18 years and the management company <br /> 254 would not let the property deteriorate. <br /> 255 - Where are tenants coming from? <br /> 256 - Rental cost is high, higher than most house payments. <br /> 257 - The city is only 2.2 miles so how many people can it house? <br /> 58 - If project goes through, who pays for the new watertower? <br /> 59 - The current watertower has a 100,000 gallon capacity and on the <br /> 60 city's busiest day they went through 110,000 gallons. <br />
