1 PLANNING AND ZONING COMMISSION <br /> 2 MEETING MINUTES <br /> 3 March 7, 1995 - 7:00 p.m. <br /> 4 <br /> 5 Pursuant to due call and notice thereof, the Planning and Zoning <br /> 6 Commission held their regular meeting on Tuesday, March 7, 1995 <br /> 7 at the City Hall. Chairperson Tourville called the meeting to <br /> 8 order at 7:06 p.m. Present: Drilling, LaMotte, Vermeulen, Welk. <br /> 9 <br /> 10 Approval of Minutes <br /> 11 Chairperson Tourville stated that P &Z did not have quorum in <br /> 12 February or December and did not meet in January, therefore the <br /> 13 last meeting of record is November. <br /> 14 <br /> 15 Motion by Vermeulen, second by Welk to approve November, 1994 <br /> 16 meeting minutes. Aye - Tourville, Abstain - Drilling, LaMotte. <br /> 17 Motion carried. <br /> 18 <br /> 19 APPEARANCES: <br /> 20 <br /> 21 Bill Bisek - Central Business District <br /> 22 Bisek, owner of Kelly's Korner, appeared before P &Z requesting <br /> 23 they review Ordinance #4 and consider amendments that may be more <br /> 24 applicable to the unique downtown situation. Bisek also <br /> 25 expressed that he would like to expand Kelly's Korner, a 25 x 25 <br /> 26 addition for games, to bring back family dining to the community. <br /> 27 According to the current ordinance, as the building stands now it <br /> 28 is non - conforming, secondly he cannot add to a non - conforming <br /> 29 building and finally, the parking issue. <br /> 30 <br /> 31 Tourville stated the City has received copies of other cities <br /> 32 ordinance, Elk River, Stillwater and White Bear Lake, to look at <br /> 33 their downtown zoning. <br /> 34 <br /> 35 P &Z concluded to meet with City Council regarding Comp Plan and <br /> 36 set up another time for future discussion. <br /> 37 <br /> 38 PUBLIC HEARINGS: <br /> 39 <br /> 40 Jack Lehtinen - Rezoning of Industrial Land <br /> 41 Tourville called the public hearing to order at 7:17 p.m. <br /> 42 <br /> 43 Gordon Rehbein withdrew request has no further interest to <br /> 44 rezone. <br /> 45 <br /> 46 Motion by Drilling, second by LaMotte to adjourn public hearing. <br /> 47 Motion carried unanimously. <br /> 48 <br /> 49 Lloyd Hansen - Variance Request <br /> 50 Tourville called the public hearing to order at 7:20 p.m. <br /> 51 <br /> 52 Hansen stated that a variance is needed for set back line, it <br /> 53 currently sits at 24.7 and should be at 25.0.
