Meeting Minutes - P & Z <br /> page two <br /> February 1, 1994 <br /> Ms. Miltz- Miller noted the proposed site is located within the <br /> flood plain and will need fill brought in to bring it two feet <br /> above the flood plain elevation. <br /> Ms. Miltz- Miller noted Mr. Helgeson is requesting the City grant <br /> tax increment financing assistance for the project. <br /> Chairperson Tourville made the following comments: <br /> - What are tax credits, what is involved in obtaining the <br /> tax credits? <br /> What becomes of the sold credits? <br /> - What tax credit liabilities does a developer have? <br /> - Are there federal monies paid to the developer? <br /> - If this established as a Tax Increment Financing <br /> District, would 100% of the funds go towards the <br /> project? <br /> - The rent at approximately $425.00 - $550.00 per month <br /> with the tenant paying his own heat and lights is not <br /> cheap. <br /> - This project could easily cost $3,000,000.00 which <br /> could contribute substantially to the tax base. <br /> Clerk /Administrator Tamara Miltz- Miller ask if the Planning and <br /> Zoning wanted senior housing. <br /> It appeared to be the consensus of the Planning and Zoning <br /> Commission that there is a great need for senior housing in <br /> Centerville. <br /> Clerk /Administrator Tamara Miltz- Miller asked if Centerville <br /> should have one or more than one senior housing development. <br /> It appeared to be the consensus of the Planning and Zoning <br /> Committee that it depends on how affordable the senior housing <br /> is. It was noted that unless it is affordable it will not be <br /> successful. The cost of the rental units must be within the <br /> reach of senior citizens. If the first senior housing <br /> development was a success, then other developments may be <br /> considered. <br /> Council member Brenner noted on February 11, 1994 a meeting is <br /> scheduled between Anoka County, Legislators and City officials to <br /> discuss County and local issues. Council member Brenner <br /> suggested that a County wide H.R.A. could be brought up. <br /> Ms. Miltz- Miller noted the proposed site located off of Main <br /> Street is not consistent with the Comprehensive Plan. Ms. Miltz- <br /> Miller asked if the Planning and Zoning Commission would support <br /> and amendment to the Comprehensive Plan or should Mr. Helgeson be <br />
