C I T Y O F ' g <br /> J <br /> LNO LAS <br /> City of Centerville January 29, 1993 <br /> Mr. Ray Siebenaler, City Administrator <br /> 1694 Sorel Street <br /> Centerville, MN 55038 <br /> RE: Vacation and Routing of Mill Road <br /> Center of the S 1/2 of Section 14 <br /> Proposed by Owner and Developer Gerald Rehbein <br /> Dear Mr. Siebenaler: <br /> We have received a notice that the Centerville Planning and Zoning <br /> Commission will be holding a public hearing on the vacating and <br /> rerouting of the northerly 660 feet (approximately) of Mill Road at <br /> City Hall on Tuesday, February 2, 1992 at 7:00 P.M. <br /> Mill Road presently functions as a collector street to service the <br /> present residents of Centerville and Lino Lakes. As the area <br /> develops in the future this street will be expected to carry a much <br /> greater traffic load. <br /> The proposed vacation of existing Mill Road and the rerouting will <br /> severely damage the functionality of Mill Road as a collector <br /> street and cause safety problems as this traffic is awkwardly <br /> forced to travel through the residential neighborhood. <br /> The rerouting resembles a detour in that there are several 90 <br /> degree or near 90 degree turns required to carry through traffic. <br /> Stop signs will most likely be necessary to control traffic <br /> movements on the intersections. Acceleration and deceleration of <br /> automobiles and truck traffic will generate noise in the <br /> residential neighborhood. The seemingly unexpected 90 degree turns <br /> at the entrances to the rerouting of Mill Road traffic from the <br /> north and the south would be a serious safety concern. <br /> If there are maintenance problems with the existing Mill Road, it <br /> would seem to be most effective to reconstruct the street than to <br /> build a longer street as a substitute to the more direct alignment <br /> of present Mill Road. <br /> The vacation of Mill Road would also seem to cause internal <br /> circulation problems for streets such as Peltier Lake Drive which <br /> depends upon Mill Road for continuity. <br /> Vre L• a <br /> ell hneider, P. . <br /> City Engineer <br /> CC: D.
