The State Aid system is quite definite as to what criteria is to be applied in designating <br /> an MSAS route as follows. <br /> Subp. 3. Municipal state -aid street. A municipal state -aid - street may be <br /> selected if it: <br /> A. is projected to carry a relatively heavier traffic volume or is functionally <br /> classified as collector or arterial as identified on the urban municipality's functional <br /> classification plan as approved by the urban municipality's governing body; <br /> B. connects the points of major traffic interest within an urban municipality; and <br /> C. provides an integrated street system affording, within practical limits, a state - <br /> aid street network consistent with projected traffic demands. <br /> These criteria do not apply to Mill Road North of Peltier Lake Drive because, it does not <br /> originate or terminate on a County State Aid Highway (CSAH) within the corporate <br /> limits of the City of Centerville. MSAS designation is possible for communities over <br /> 5000 population. The most recent met council projections for full development within <br /> Centerville is 4200 people. Therefore, Mr. Schneider's point is valid only if the two <br /> cities were to consolidate. <br /> Further MSAS designation is possible for communities over 5000 population. The most <br /> recent met council projections for full development within Centerville is 4200 people. <br /> RECOMMENDATION <br /> The Lino Lakes letter provides comments and opinion to Centerville in the planning process. <br /> We do not perceive any facts or issues that should be given much weight during the City of <br /> Centerville's deliberation process. <br /> Please advise if you require any further information on this subject. <br /> Yours truly, <br /> MAIER STEWART & ASSOCIATES, INC. <br /> John B.
