P &Z Meeting Minutes <br /> May 12, 1992 <br /> page two <br /> Mr. Geretschlaeger noted that Bob Sorg, owner of Noble Welding, <br /> had concerns about when 21st Avenue was scheduled to be upgraded. <br /> The concern was with the requirement for bituminous paving, curb <br /> and gutter. Mr. Geretschlaeger requested that this requirement <br /> be delayed until 21st Avenue is upgraded. One of the concerns <br /> expressed was that the elevation of the road when upgraded may be <br /> different then the present unimproved road. <br /> Mr. Geretschlaeger also expressed a concern of Mr. Sorg was the <br /> extension of gas utilities to the Industrial Park. Mr. Sorg <br /> would like to have gas utilities extended to the Industrial Park. <br /> Chairperson Tourville asked the Commission members present if, in <br /> their opinion, was the proposed use of a welding job shop to be <br /> considered light manufacturing. <br /> It appeared to be the consensus of the Commission members present <br /> that a welding job shop would be considered light manufacturing. <br /> Chairperson Tourville noted that light manufacturing is a <br /> permitted use in the Industrial Zoning District. Chairperson <br /> Tourville raised concern about the need for a Special Use Permit <br /> when the use is a permitted use. <br /> Discussion of Mr. Geretschlaeger request for variance to <br /> construct the building one foot above the 100 year flood plain. <br /> Chairperson Tourville noted that the City Council should address <br /> the two foot above the 100 year flood plain. In his opinion, the <br /> two foot above the 100 year flood plain requirement for <br /> commercial /industrial developments should be eliminated. If the <br /> requirement was change to one foot above the 100 year flood plain <br /> it would eliminate the need for a variance from <br /> commercial /industrial developments. <br /> Mr. Geretschlaeger noted that it was his understanding that any <br /> storm water detention was pre- engineered for these lots at the <br /> time that the Industrial Park was constructed. Mr. <br /> Geretschlaeger noted that he is proceeding on the assumption that <br /> this storm water detention plan is sufficient. <br /> Chairperson Tourville noted that it was his understanding that <br /> the drainage swales constructed in the Industrial Park would <br /> supply adequate drainage. <br /> It appeared to be the consensus of the Planning and Zoning <br /> Commission members present that the bituminous paving, curb and <br /> gutter should be delayed until 21st Avenue is upgraded and the <br /> gas utilities are installed. <br />
