Pursuant to due call and notice thereof the Planning and Zoning <br /> Commission of the City of Centerville held their regular meeting <br /> on Tuesday, November 5, 1991 at the City Hall. Chairperson <br /> Tourville called the meeting to order at 7 :05 p.m. Present: <br /> Drilling, LaMotte, Vermeulen, Welk, City Council Liaison <br /> Burgstahler. <br /> MINUTES <br /> Motion by Vermeulen, second by Welk to approve the August 27, <br /> 1991 meeting minutes, AYE - Tourville; AYE - Vermeulen; AYE - <br /> Welk; ABSTAIN - Drilling; ABSTAIN - LaMotte, motion carried. <br /> Motion by Vermeulen, second by Drilling to approve the September <br /> 6, 1991 meeting minutes, motion carried unanimously. <br /> OLD BUSINESS <br /> CommercialJIndustrial Permitted tlses - Minimum Building_ siz <br /> Chairperson Tourville rooted that Ordinance #4 does need some <br /> revising. The Industrial Park is located within the flood plain <br /> and is not engineered very well. The present drainage swale <br /> system appears to be a problem. <br /> Committee member LaMotte asked how the City could enhance the <br /> appearance of the Industrial Park. In his opinion the appearance <br /> could be a hindrance. <br /> Committee member Drilling expressed that in his opinion the <br /> minimum building size requirements for commercial and industrial <br /> lots are good. Committee member Drilling noted that if the pole <br /> building moratorium was lifted that this may encourage <br /> development. <br /> Committee member Welk noted that the minimum building size should <br /> be left alone. The City of Centerville only has so much room for <br /> commercial /industrial growth. The City should make the best of <br /> what they have. There are no proposals or building at present <br /> asking for a variance. <br /> Liaison Burgstahler stated that in his opinion it would not be <br /> best for the City in the long run to reduce the minimum building <br /> size if the City warts an increased tax base. The present <br /> economic conditions could be hindering development. <br /> Chairperson Tourville questioned Liaison Burgstahler as to the <br /> status of the Flood Plain Reduction Project. <br /> Liaison Burgstahler noted that it is up to the City Council to <br /> review all the input they have received and rethink if all that <br /> was originally proposed is necessary. The project is held up by <br /> the Rice Creek Water Shed. Objections, not to the project, but <br /> to the assessments were raised. <br />
