Pursuant to due ca11 and notice thereof the Planning and Zoning <br /> Commission of the City of Centerville held their regular meeting <br /> on Wednesday, February 6, 1991 at the City Hall_ Chairperson <br /> Tourville called the meeting to order at 7:08 p.m. Present: <br /> Wilharber, Vermeulen, Welk, Liaison Pelton. Absent: Drilling. <br /> Motion by Vermeulen, second by Welk to approve the December 4, <br /> 1990 meeting minutes, motion carried unanimously. <br /> Orin MISTRESS <br /> Preliminary Plat Review Checklist <br /> Chairperson Tourville updated the Planning and Zoning Commission <br /> on the recommendations of John Stewart, City Engineer, in a <br /> letter dated September 27, 1990 regarding Preliminary Flat <br /> Checklist. The letter addresses the concern of the Planning and <br /> Zoning Commission that some of the requirements in the previously <br /> submitted Preliminary Plat Review Checklist could cause the <br /> developer to incur major expenses in the earlier stages of a <br /> proposed development. Mr. Stewart has separated the Preliminary <br /> Plat Review Checklist, into what he felt would be the most <br /> logical. This letter is on file with the Clerk /Administrator. <br /> It appeared to be the consensus of the Planning and Zoning <br /> Commission that a Preliminary Plat Review Checklist would be <br /> helpful for developers to realise what the requirements and <br /> expectations would be of a preliminary plat. <br /> Liaison Pelton expressed concern on sketch plans being not <br /> dimensioned. She feels that this makes it difficult for the City <br /> Council and the Planning and Zoning Commission to analyse. She <br /> feels it is very important to have a sketch plan that is to <br /> scale. <br /> Chairperson Tourville noted that Ordinance #8, Article 4, Section <br /> 42, SKETCH PLAN, is an advisory meeting with the Planning and <br /> Zoning Commission to see if the idea may be feasible. In his <br /> opinion this step is to save money for developers ar,d the City. <br /> Committee member Welk noted that some of the items on the forms <br /> duplicated each other. The forms should not duplicate each <br /> other, since all items would be necessary for preliminary plat <br /> approval, but at different stages using the checklists. <br /> Chairperson Tourville questioned if the wording of Ordinance #8 <br /> would need to be amended. The Preliminary Plat Review Checklist <br /> is only a breakdown of the requirements of Ordinance #8, Article <br /> 4 - PLAT SPECIFICATIONS AND PROCEDURE. <br /> Motion by Vermeulen, second by Welk that the Preliminary Plat <br /> Review Checklist be broken down into three (3) stages; all <br /> duplications of requirements in the three (3) stages be deleted; <br />
