r <br /> Pursuant to due call and notice thereof the Planning and Zoning <br /> Commission of the City of Centerville held their regular meeting <br /> on Tuesday, May 1, 1990 at City Hall. Chairman Tourville called <br /> the meeting to order at 7 :05 p.m. Present: Wilharber, <br /> Vermeulen, Drilling, Welk, liaison Neumann. <br /> Motion by Vermeulen, second by Welk to approve the minutes of the <br /> April 3, 1990 meeting, aye - Tourville, aye - Welk, aye - <br /> Wilharber, aye - Vermeulen, abstain - Drilling, motion carried, <br /> OLD BUSINESS: <br /> POSSIBILITY OF AMENDING ORDINANC #4 TO INITIATE AN R -5 ESTATE <br /> ZONING DTSTRICT <br /> Chairman Tourville summarized to the Commission members comments <br /> made by John Stewart, City Engineer, at the April 19, 1990 .joint <br /> public hearing with the City Council. <br /> Chairman Tourvilie also noted Gunnar Pettersen "s, Building <br /> inspector, concern on how the minimum square footage is to be <br /> interpreted. It appeared tilde the concern is whether or not this <br /> is to be the outside dimension or living space. <br /> Commission member Drilling expressed that in his opinion it 1.s to <br /> be the finished living area. <br /> Commission member Vermeulen questioned as to what the difference <br /> is for a split level with a minimum of three levels versus a <br /> split entry. <br /> Chairman Tourvilie noted that the difference is that a split <br /> entry has an entry that either goes up /down, and that ;a split <br /> level ;nears separate levels. <br /> Discussion on the suggestions made by John Stewart, City <br /> Ong , at the Apr _a _ ..90 ni nr, Public Hearing. <br /> It was suggested by Mr. Stewart that Article 2, Section 24, 24. <br /> (1) "Ali structures shall have permanent concrete or wood <br /> foundations which..." <br /> be amended to= All structures shall have permanent concrete <br /> foundations which..." <br /> Commission member Wilharber expressed agreement with the City <br /> Engineers comments on wood foundations. <br /> Commission member Drilling noted that a soil problem could hamper <br /> the feasibility of a wood foundation. <br /> Chairman Tourville noted that with proper construction a wood <br /> foundation could be feasible, Chairman Tourville also expressed <br /> that in his opinion this would be an elimination of a choice, and <br /> that it should be the Building Inspector "s responsibility to <br />
