The Planning and Zoning Commission conducted short, informal <br /> interviews with Charles Brenner and Robert Wright for the open <br /> position on the Planning Zoning Commission. A letter from Thomas <br /> Wilharbor was presented to the Commission members explaining his <br /> regrets for not being able to attend his scheduled interview, but <br /> expressing his interest in still serving on the Commission. <br /> Pursuant to due call and notice thereof, the Planning and Zoning <br /> Commission held their regular meeting on November 9, 1989, at <br /> City Hall. Chairman Tourville called the meeting to order at <br /> 7:18 p.m. Present: Welk, Drilling, Vermeulen, liaison Neumann. <br /> Chairman Tourville noted that motions made, but not seconded, <br /> should be noted in minutes. Liaison Neumann confirmed this. <br /> Motion by Vermeulen, second by Drilling to approve the minutes of <br /> October 3, 1989 Planning and Zoning meeting minutes with the <br /> following amendment: <br /> now reads: "Discussion on letters of interest for <br /> the open Planning and Zoning commission <br /> position. It was the general consensus <br /> of the commission to not make a decision <br /> based on letters." <br /> amend to read: "Discussion on letter of interest for <br /> the open Planning and Zoning comission <br /> position. <br /> Motion by Tourville to recommend to the <br /> City Council to appoint Thomas Wilharbor <br /> for the open Planning and Zoning <br /> position, motion failed due to lack of <br /> second." <br /> motion carried unanimously. <br /> OLD BUSINESS: <br /> Discussion 011 Lhe request for Jarianco at 7231 Mill Ro to add a <br /> three season porch /deck. Mr. Perkowski was present. A Public <br /> Hearing was held two months ago. Mr. Perkowski stated that he <br /> had spoken with Gunnar Pettersen, Building Inspector, and that <br /> Mr. Pettersen said that this variance would be a judgement call <br /> for the Planning and Zoning Commission based on the standards for <br /> granting a variance. He also questioned if he was asking for a 1 <br /> foot or 10 foot variance. Mr. Perkowski was informed by city <br /> staff as to the four criteria that must be met for a variance to <br /> be granted. He felt that he had satisfied the four criteria, <br /> citing 65.03 -1 he felt that, since the condition was not caused <br /> by him, the house was built before sideyard setbacks, and the <br /> house was so constructed that off the North side of his dining <br /> room is the only place for the three season porch /deck to be <br /> built; 65.03 -2 feels he would be deprived of a three season <br /> porch /deck; 65.03 -3 he feels that anyone with the same conditions <br /> under 65.03 -1, -2, and -4 would be granted a variance; 65.03 -4 he <br />
