That <br /> was already answered "Yes" (per letter from Deb <br /> Gonsior, dated 1 -1986, which is on file at the City <br /> Hall). <br /> Drilling questioned whether it would be more advantageous to make <br /> Section C a part of the Progress property for reasons of square <br /> footage needed. Opp stated that it was a possibility. <br /> Welk brought up the fact that anyone having 175 feet of frontage <br /> could ask for the same thing. <br /> Lindgren stated that he had no problem with it. It appeared to <br /> be a good use of the land. <br /> Vermeulen referenced Ordinance #4, Article 4, Section 42.02. LOTS <br /> IN SAME OWNERSHIP. She has a problem with variance from this <br /> section. <br /> Tourville read from Section 64.04 CONDITIONS, concerning Special <br /> Use Permits. He stated that P & Z and City Council can impose <br /> conditions and protect the interests of the surrounding area of <br /> the City. <br /> Motion by Drilling, second by Vermeulen to hold a Public Hearing <br /> on January 3, 1989 at 7:00 p.m. to discuss a request for variance <br /> to Ordinance #4, ARTICLE 3 - SUPPLEMENTARY RFGUJATIONS, Sections <br /> 34.09 STRUCTURES TO HAVE ACCESS and 42.02 LOTS IN SAME OWNERSHIP, <br /> and TABLE B, Minimum Lot Size in the R -2 Residential district, <br /> and a Special Use Permit to build a six -unii. apartment i <br /> p Li.iilu lies <br /> in the R -2 Residential district; motion carried unanimously. <br /> Chairman Tourville instructed Mr. Opp to get more complete <br /> drawings (to scale), and suggested that P & Z look at the <br /> property in question. <br /> After Mr. Opp left the meeting, the Commission expressed <br /> frustration concerning the fact that they try to fit the <br /> Ordinance to the individual's problems and needs, rather than <br /> making the individual fit their Ordinance. <br /> Drilling mentioned having gone to the city of Scandia for a <br /> variance and being turned down flat. He stated that they know <br /> what they want and property owners must prove a hardship or <br /> conform. <br /> L <br />
